U.S. (and world) stock markets have lost trillions of dollars of capital value. 2. The corporate frauds and abuses are a major cause of these losses. 3. The SEC has been starved for budget and personnel for decades. 4. SEC Chairman Harvey Pitt and the Administration cut key SEC staff in 2001. 5. Congress had to order Pitt and the Administration to rebuild the SEC. 6. The Administration is not complying, it is blocking most of the increase. 7. Why?
